Skyrim FPS and Other problems

Hello this is my first post forgive me if i don't stick to the guideline.

I reinstalled skyrim recently , installed a bunch of mods and started my play through. it has been good till i reached fort greymoor. when i enter my fps drops below 30 in the middle of the junction( the very middle of the path ways that lead to 4 other rooms) if i leave that specific spot fps goes to 60 however it keeps going down in other areas inside too. And i have never seen rain in game only though a console command that the true storms author provided.

Can some one help me troubleshoot this and also give me advice on what mods to install alongside what i have already installed ( patches). i hear of some memory patch or something in comments but cant find them and don't know if they are obsolete.Also should i install ENB boost i don't know because i already have Vividian enb.

My PC specs:

I5 4690k ( stock speeds )
R9 290x 4GB ( stock speeds )
8GB Kingston RAM ( stock speeds )
1 TB hard drive (194 gb free on the drive skyrim is installed in E:\Steam\SteamApps\common\Skyrim )

All mods are the latest version and so is the enb binary thing

I have done the tweaks which are listed here only http://insane0hflex.github.io/moddingforge-skyrim/gettingstarted.html And a grass tweak mention in skyrim floral overhaul

Hi

ENBoost is for people that don't use ENB.

The frame rate drops are in the game. The trick is not to feel them. If you can get the frame rate drops into the 40s it is like they are not there. Switching off features & even adding features can help.

Hi

ENBoost might help make sure you use the correct GPU size in your case 4GB..but it would also depend on what mods you are using. If you are using a lot of performance heavy mods even on your system it may cause problems. I have found that using D3D Overrider and forcing tripple Buffering while enabling Vsync made my game a lot smoother.

My Specs :

i5 4690K

16 GB RAM

GTX 970 4GB G1 Gamming Addition

I know the culprit here. It`s because of a peculiar incompatiblity between elfx and smim in that area.

There is probably a 3d candler hanging in that cell.

You should use this:

http://www.nexusmods.com/skyrim/mods/60603/?

You allready have enbboost if you are using an enbpreset. So that`s not important for you.

You do however want to have the SKSE memory patch.

http://wiki.step-project.com/Skyrim_Script_Extender

[Memory]
DefaultHeapInitialAllocMB=768
ScrapHeapSizeMB=256

Dowload SKSE from this site;

http://skse.silverlock.org/

and follow the good advice on the STEP site
