You need only Hanging Gardens and another Dwemer book to get something translated, but you'll need all three translated if you want to finish the quest.

Since I already have 2 of the 3 Dwemer books, where can I locate the 'Egg of Time', the 3rd book? [that I don't have]

Is it just the 'Last Living Dwarf' in the corporsium that knows how to translate or are there others in Morrowing too?

To answer you directly about The Egg of Time this would have to be moved to spoilers. I will PM the response. As stated above Baladas in Gnisis and the last living dwarf in the Corprusarium can both translate them.

I believe that the Egg of Time is found in the Dwarven ruins of Mzuleft, just west of Dagon Fell
