I remember someone in Morrowind's expansion Tribunal (can't recall if it was Torasa Aram or not) mentioning that Barilzar's Mazed Band had the power to open portals to Oblivion. Was that just random foreshadowing, or is it possible lore-wise that Mankar Camoran used the Mazed Band to start the Oblivion Crisis?

The UESP also states that only a god/goddess can use it as well. I'm not sure about the status of Cameron on that.

Hmm. Forgot about the deity part...perhaps it was fetched for Dagon, and he used it?
Well, the Nerevarine ends up with it in Tribunal...don't know what happens to it when he/she leaves for Akavir.

WIth no offence to BethSoft, most of their plot elements are brand new. They usually don't reuse anything major from previous games in specific (Perhaps to account for the possibility you chucked said artifact into the nearest lava pool).

I see. Ah well, I suppose you could twist it enough to fit any way you wanted, really. There's just enough unknown that you can draw conclusions several different ways.
