I'm currently on my nth run of NV and I want to experiment with the Mark of Caesar (amongst others).

Is it safe for my faction reputation to kill every legion (minus the goons in Caesar's tent) in The Fort BEFORE acquiring the Mark of Caesar?

Another is starting the Ghost Town Gunfight quest. I'm currently at Accepted rep by Goodsprings and has the Liked rep by the Powder Gangers. I've tried a number of ways in the Fallout wikia but I still end up with Soft-Hearted Devil rep for the Powder Gangers if I don't kill a single Powder Ganger. Stealthboy-Snipe mode doesn't seem to work either.

Just in case you're wondering why I'm doing this: it's because I want to have a savegame that I can use.
