Miscarcand Quest Bug?

Yes. The quest is marked as complete.

I recommend that you keep playing and go do one of those other quests you have been assigned, and later on if the Miscarand quest still won't start, then try console codes.
EDIT: I got curious and looked in the CS. You have to talk to Jauffre and start the Bruma Gate quest to trigger a condition that will prevent Martin from using a topic that is higher on the list than the topic to start the Miscarand quest. So if things are working right, you have to talk to Jauffre and get assigned the quest, and then go talk to Martin again.
It sounds like you have already done that, so your savegame is likely broken and you will need to use a console code:
SetStage MQ12 10

I forget how the timing goes. Perhaps it is not time for Martin to give you the next quest. Maybe you need to wait a certain number of days or complete another one of Jauffre's quests first.
I recommend that you keep playing and go do one of those other quests you have been assigned, and later on if the Miscarand quest still won't start, then try console codes.
I will try that for now and see how it works

One question: did you ever fast travel with Martin?

Try going to a remote cell (coc center) and waiting for 4 days for all cells to be reset, then go back to Martin.

Actually yes, and now that I think of it quite some. In all of my playthroughs so far the fast travel number is always "set" on 2 Kvatch-Weynon Priory and Weynon Priory-Cloud Ruler Temple but this time it was 3-4 times I think. Do you thing that fast travelling might have messed the scripts up?

Quite possibly. Fast travelling with Martin and/or Jauffre are the cause of many glitches. I've seen many a game scrapped because of it. The problem is how to know for sure if this is a cause of your issue. I don't know. It's a bit of an ask to go all the way back to Kvatch, so what I would do personally (and this is a stab in the dark) is to click on Martin and type:
disable
enable
evp
Wait for about 30 seconds and then talk to him. If he still doesn't have the dialog, then last resort is to try to start the quest from the console.

As you expected that didn't work either so i'm guessing that i'm down to my last resort. However before I go down with it I would like to know any possible consequences.
