Problem with Skyrim.ini skyUI error 4 Papyrus

For the life of me idk what part it can be but I want to copy and past to hopefully see if any of you Skyrim Masters can help me out. I have not modded the list so this is whats in there & comparatively to other people's ini I don't have certain things listed. Please help me if you can it will be most appreciated. If you need to know more I will tell you. Thank you for your time and patience. Here is my .ini file below:

There's nothing wrong with that INI file that I can see, but are you sure that's the one the system is using. SkyrimCustom.ini overrides Skyrim.ini. Mod Organizer has it's own copy of the INI file. And finally individual mods can have INI files in the Skyrim\Data folder. The mod provided INI files can override things in the others.

 

And errors about the INI file can also be triggered if SKSE isn't running correctly and while you usually get one of the other errors for that sometimes you get error 4.

No I didn't find a skyrimcustom one in my games skyrim folder in my documents. There is a SkyrimPrefs that looks like a similar file. None in my Data folder. The mods Im running are these in this order:
