You may disable VAC in your session, but it's still implemented in the game, it can and will flag and ban you whenever it feels like it. Furthermore, Valve is stating that you're only subject to VAC bans if you join a VAC secured server. You will not receive a VAC ban unless you are in a multiplayer session that stated it was VAC secured when you joined and offline/single player sessions are not VAC secured. We are working with Techland to get clear messaging included into the game. If you have questions about mods and the Workshop please contact Techland. So it seems like just keeping VAC Secure Off in the Online options will prevent you from being VAC banned for having mods. You can't join a game that is VAC secured if your VAC Secure is off.
