I have never really played Oblivion as a bad guy, I've never done the Thieves Guild or the DB quests and try really hard to not get any bounties. Well somehow, I'm still not sure how, I got a 40 gold bounty on my head. I was in Anvil when I noticed and I had just closed the Anvil O gate. So I figured oh well, I'll just talk to a guard and pay it off. The guard took care of the fine for me at no charge! Anyone know how this works? Is it the 60+ fame and 0 infamy or what?

It's a disposition thing. If the guard really likes you he'll do that. However, IIRC if the crime you committed was against a guard then you get no such special treatment.

Wait, you mean that with good enough Charm spells you could get out of going to jail?

Badass.

Yep, but the bounty has to be under 1000.
