When I'm walking on land I hear the splashing of water as if I'm swimming

I don't know why but when I play my game I hear splashing sounds as if I am swimming in water and I'm not . Everytime I get near the water it pushes me back. I have a feeling LOOT messed up my load order and I have no clue how to correctly do a mod load order myself. Everytime my character walks, water everywhere glitches or spazes out. Or it could very well be a bad install of Skyrim. I'll try a full reinstall.

Nope a clean reinstall did diddly squat...I still have water graphical issues where walking near water turns the water flashing white...kind of like something to induce Seizures. Any help would be appreciated as I widdle my mod load out down to try and figure out what the cause could be. You know if Skyrim could do something similar to that of Minecraft modding there would be fewer problems and more mods working toegther. Instead after modding my game several times I still end up getting issues with it. Very Odd issues where I am unable to make ingots from ore but am able to break down items to ingots. This didn't start happening until yesterday. LOOT didn't put the mods in the correct order so I'm having to figure out which mod goes in which position and I know very little about the exact location a mod is suppose to go. I ended up reinstalling LOOT, MO, and Skyrim and it didn't work...Strange LOOT updated its Masterlist hope that was all it was.

Edit: Well I will go through and clean the mods and see if that does anything (at least the ones that are dirty anyways. Actually, having looked through my mod list the mods got corrupted somehow. I am going to reinstall each mod one by one. I'll get back to this in a bit when I figure out what mod is causing which issue if the issue still persists.

Edit #2: I'm back, wittled down my load order to about 13 mods and am still having the issue with the water. I know it can't be pure waters because I installed that after I saw the glitchiness in the water and thought that could help but no still the same. Now steam doesn't want to reinstall all the mods I had subscribed to and I'm unsure as to how to fix that problem This has happened a lot after a reinstall of the game. I still feel that Steam didn't fully reinstall Skyrim itself because the glitchyness in the water still persists and it has never done that before with this amount of mods or with a large load order of 180 or so. I'm going to reinstall steam and see if that will make a difference. Reinstalled steam. now just going to wait for Skyrim to install.

Edit #3: In actual fact I shouldn't even have to reinstall steam to sync my subscribed mods it should have already done that AUTOMATICALLY. I still can't figure that part out. Anyone else know why this is the case? (yes I know this forum post doesn't stay on the topic I have created for this post but as I'm not one to be on topic for very long and am distracted easily by new problems that seem to crop up...Anyone with AD(H)D would understand what I mean.)

Edit #4: That didn't work either and the water is still spazing out. What the actual heck? None of the mods I've used before have ever caused this issue. Until a few days ago. I'm done trying to figure out what the issue could be. If anyone would like to help me out now's your chance. I'm beginning to hate Skyrim and modding it equally. Can't figure out why or how it is spazzing out. Honestly, Bethesda could've done much better than to rely heavily on the modding community to fix their problems.

Last Edit: All I did was just delete Skyrim itself by myself without uninstalling it and then reinstalled it from steam and all is fine in the world now. I guess it was just a botched re-install Oh well I guess I don't really need any help after all. Let's hope...No it wasn't that I just found out it was a Vsync issue I should've turned it to true or enabled it.

Vsync caps your frame rate so stuttering issues and severe lag won't be seen in game.
