I am having extreme difficulty getting the file to upload. It gets about 62% then fails.
I will make a slightly older version available, that I uploaded yesterday. And also make the new ESP only file available. Its two downloads, but its the best I can do with my connection for now.
I had to use SendSpace website since this one will not upload for me at this time.

William, so we can download from the alternate site tonight, play with it, then download an updated esp later? Is it just the esp that changes or would we need additional files (meshes and textures) from the newest version?

Those screenshots are very impressive my friend, seems you are making progress with this.....I am here patiently waiting to download. No pressure at all.......now back to work for you, your public is anxious for this.

If you want the mod now, it looks like your best bet is to get it from my post below, though sendspace.com
I have tried several times on here with no luck. I will try later tonight, or tomorrow. I leave for vacation on Sat morning, so that is my last chance. Small files seems to work okay, they just take a while, whereas the large +11MB file chokes 3/4ths of the way through it. When you see a file to download direct, you will know I finally got it to work.
The first one is the full download, contains everything.
The second one is just the ESP file only, and it contains a very minor change, (ownership of towers) so it is not necessary, but it is very small. (171K) Thats K, not MB!

Just wanted to post and say I've installed the mod and visited the first clock I could find, the one in the Market District. Very impressive. And as promised, it really does work with time altering mods (I have a mod that adds time incriments when you read a book, open your menu, look at your map, etc.). The minute hand really does jump a few notches to reflect the new time.
For anyone who doesn't mod, I just want to tell you this is a work of absolute modding genius and should be appreciated as such. Some people can model in 3D, some people can texture, some people can code. When you're brilliant at all three things, guess what you get?

This would be a great quest, you could invest in this new technology made from examining Dunmer artifacts.
After each town installed a clock you would get some money.
Some explanation of the clocks should be part of the mod, no other ES games had clocks & if you compare Tamriel with our history clocks are out of place.

In our Civ's History, mechanical clocks were invented about 1270AD.
I have always felt that the Tamriel/ES time period was around that time period also.

Excellent idea. Makes oblivion feel more like it's on an alternate tech level instead of the medieval setting seen in way too many RPG's.
