When I zoom in to the closest camera characters are blurry. I did a comparison of the closest and second closest zoom.

That's not a bug. That's a feature. It's the diffusion depth-of-field effect.

What Ish said. Same as with Mass Effect, just turn the blur effect off if you dislike it. It'll probably boost your performance a bit, too.
