You can see the list in TES: construction set.
Load Oblivion.esm click characters-factions and a window with all existing factions will apear

Also, there's an alphabetical list available at the bottom of this page.

It may be more convenient to look at an NPC's entry to see what factions they're in. Try searching for their name on this page.

EDIT: It appears that some do have ID listed, and some don't. Try these links, and if you don't find the ID you're looking for, try the CS.
