can tactics that have no target be activated via ENEMY?
i.e. ENEMY: clustered with 3 enemies > whirlwind

can tactics that target ground be activated via SELF?
i.e. SELF: surrounded by 3 enemies > cone of cold

can tactics that target long range enemies be used by melee skill?
i.e. ENEMY: target at medium/long range > whirlwind
