I know there are no werewolves in Tribunal, is there a plug-in for tribunal that has werewolves added?

Yes, its called Bloodmoon. Or do you mean npc werewolves? Which would make absolutely no sense.

There's a console command to turn NPCs into werewolves. Not sure what it is though :( and if you wanted to, you could just place raving lunatics in the middle of mournhold (wouldn't make sense, but hey, you bought the game, feel free :P)

Just to make things perfectly clear, the NPC werewolf transformation is accomplished only with Bloodmoon.
