I can't remember wether or not he wears it in the mythic dawn cave.

He Does where it the Mythic Dawn cave, but remember, he is supposed to be an all powerful wizard. Who knows what he could have done to it.

I was under the impression that either due to magic or simply elven heritage, that it wasn't unheard of for some mer to live centuries. Divayth Fyr comes to mind. Of course, my lore is rusty, so I could be wrong.

So, if the Camoran Usurper wore the Dragon Amulet while impersonating the Emperor, for whatever reason he could do that, maybe the same reason his heir could also?

I think it's not entirely impossible for Mankar Camoran to be related to the Septims. As shown with Uriel Septim, they weren't particularly picky with who they slept with, so maybe along the line somebody from the Camoran line had a mother who was bedded by a Septim, thus carrying over the Septim blood.
