I'm sorry if this has been asked before but I found nothing when searching under sapphire amulets and UESP appears to be down again.

The second quest clan involves obtaining several 'raw materials'. I have all these except the five extravagant sapphire amulets. As a vampire I cannot obtain these by bargaining. Also I am a pacifist who will not kill innocent NPCs. Given these statements, where is the best place to look for these amulets?

I found quite a few in the loot after killing smugglers north of Seyda Neen.
