Right now, I'm just working with a basic feral ghoul, i did everything u said, but he still runs away from me. Is there something different about my map and the new vegas map that won't let my people do what they are supposed to. My ghoul has all of the same things any of ur basic ghouls would have.

I put a FeralGhoulJumpsuit NPC into my game. As you were describing, it does not attack. But, when I went into his AI data, and checked the aggro box, and set a radius, it started working.

Well, to be totally basic. You have navmeshes and all the basic things in order?

You have to have a navmesh or else your NPC is going to be useless. Here:

You don't even have to go fancy with the nav mesh much. just build an area large enough to test out your npc on. Then, after it works, go about finishing that chore.

also this exact thing was happening to me with ferals and for me it was that i was spawning them in an area without a navmesh the would run a way (into a wall lol) or not move at all. you said out of the new vegas map so i dont think there is no navmeshes there and also you need to navmesh your own new areas to or they wont move.
