He was talking to you. You must have accidentally attacked him. (Can sometimes happen if you knock the mouse.) Because he is an innocent NPC the guards and ordinators will consider you a vicious thug and attack you too. You probably have a bounty on your head. Get rid of it and they should stop attacking you.

But as Marxist has said he plays no part in any quest. Nor does he have anything interesting to tell you.

I think there is a total of three nords in morrowind you encounter that has been paralyzed and diffrent stuff by a witch. 2 of them i think is naked.

This naked Nord in mournhold says something like: "What are you talking about , i havent been cast a spell upon. cant a nord stay naked without beeing bothered"

Its a joke i guess from the makers of the game cause of the many naked nords (well a few but still ) u encounter in morrowind. Atleast i found it funny :lol:

Yeah, it is a pretty good joke, but it can be hard for some people to understand sometimes, since it can be considered and "insider" joke that some Morrowind players who haven't been doing the quests for the barberians in the original Morrowind won't understand.

Oh, and the nord's name is Forstaag the Sweltering which kind of plays in with him being to hot in Mournhold. But he isn't related to any quests, just a nice little easter egg.
