I like GeneraloftheArmy's idea about integrating the EBOS into the TSC. They do not have to come under complete control: They could become a separate military unit (regiment) and Scientific Division and serve the TSC with some autonomy which would include the EBOS having a representative on the scientific and military councils.
They do not have to abandon their own codes or ideals as units in different armies and organizations have their own histories and codes. The BOS, as mentioned earlier, would have some knowledge of the tactics of Iron's BOS and their power armour, while not as formiddable as the Hammerhead PA, could still prove a vital asset.

I understand your points about the symbolic importance of the Capitol Building and other former Governmental buildings but my main arguement was that I believe that before these buildings are restored there should be an emphasis on providing basic needs to the citizens of the TSC.
@pwinkle
I have to disagree with your point about how the TSC has bigger capabilities than the pre - war US Government. Yes, the TSC does have much more advanced technologies but the TSC operates in a world which is more dangerous and the TSC does not have the same manpower which the US Government possessed.

The General makes many valid points. an Alliance would generally be a bad idea anyway and the only reason it worked with the RCSN is because the RCSN had something that the TSC wanted. The Brotherhood has nothing. Except maybe the territory such as Pentagon, Project Purity, those places.so Annexing those areas would be more sensible then a pointless Alliances, besides the TSC isn't just a better equipped EBOS. They're intentionally ill defined with widely different ideas from person to person. Especially within the Council. The Commander m,ay agree with Tanaka or with Nylus. For different reasons from person to person. So the TSC isn't exactly set in stone for its mission.

Why not have the EBOS Be partially integrated at least to the point they would allow a seat on the Olympus council or posidenous. They would have some of the resources of the TSC and would also have some autonomy like the deal with rivet city.

Honestly the reason I personally reject Alliances is because I'm against alliances in general. bit of an isolationist.

Note, I never mentioned the Capitol Building for its meaning, but because it's the perfect place for a settlement in DC Ruins, since all other are occupied or small.
I bring again the example of Lincoln Memorial, yes, the symbology of it is strong, but the place is being rebuild also as a settlement, a home for former slaves. The TSC doing the same thing for the Wastelanders would show that they are different from all other groups in the Capital Wasteland.

The National Archives and White house would be important since neither of them are occupied so they would be good palces to expand as well. Oh yes and can't forgret the Museum of Technology. the history there and the thigns you can find and discover as wella s the TSC being able to re-open it for use as a TSC Museum.

I don't consider the White House a choice for the simple fact is not there anymore. But the National Archives is also a good choice.

Maybe if you do a certain quest for someone in Rivet City you can get him to donate what he has at the Capitol Preservation Society to the National Archives.

Nothing? The EBOS does have a giant Robot! Is that nothing to you? Imagine the possibilities, get our hands in it, study it, all the data the EBOS possesses about it, and so many small data on weapons and etc, all the things they have collected in all this time, that could be invented in the mod, it is not because they aren't so advanced as the TSC, that they can't have many incredible things invented, think big guys, think big! ^^
