Where is the guy who you can buy packs of animals from?
Do you have to go through the Tribunal main quest first?

Er... Don't you mean "pack animals?"

If so, then go to Rerlas in the Great Bazaar. Getting a pack animal to carry your loot does not require that you do any quests.
