G'day all, sorry for the long time between replies. I haven't run/modded Oblivion in ages.
There seems to be many people confused by OBMM. I think there might be multiple problems contributing here. I wrote/used this with the original OBMM and there seems to have been a few splinter OBMM versions since then that might be confusing things. My link to the official OBMM doesn't work any more. Last time I checked all the OBMM forks didn't seem to be better than the original. I dunno where to find the original any more.
The official NMM claims to support OMODs, but last I checked doesn't actually support the omod install scripts. This means it claims to install the omod, but doesn't run the install script that is critical for correctly configuring it. This means people installing my mods with NMM will have broken installs that behave weird or just don't work.
For those who say "why can't you use Wyre Bash", last I looked at this OBMM was the only package installer with install script support that allowed you to do things like prompt the user for preferences, edit *.ini files, select what files to install where, and specify package dependency orders. When you use OBMM correctly it's the simplest install procedure ever, and saved me from heaps of newbie install questions. I think Wyre Bash has trained people to expect something more complicated and they now find OBMM confusing. The broken NMM omod support and OBMM forks don't help.
For those who can't install using OBMM, you will need to;
1) edit RealisticLeveling.ini and replace every <valueName> tag with suitable values. That file is well commented so it should be clear what reasonable values are.
2) copy one of the included "menus\levelup_menu_*.xml" menu files to/over the "menus\levelup_menu.xml" file in your "Oblivion\data" directory. Select the one that looks how you want it. You can delete all the other ones to tidy up the directory.
I think nearly every complaint I've seen can probably be answered with "it's not installed properly". Do step 1) and 2) above and it should start working. In particular;
Sigral: RL is not installed correctly. If you install it using OBMM, the install script will prompt you for what style of levelup menu you want, and it will replace the default levelup menu with one that doesn't have any choices. As per the docs, luck is a function of level, fame, and infamy, so will only change when your level/fame/infamy change enough.
