If you want to talk Caesar's Legion, I think that the TSC would strike a deal with the NCR: they get free trade access, 60%-90% of the solar plants power, and we wipe out the Legion; TSC gets joint jurisdiction over Mojave, complete control of NV, and aid against Iron's BOS in return. As for method, I think it would be the Ion Cannon by then.

This also allows you to tie the NV story into the main one: The Courier gets tasked by the TSC Ambassador to form an alliance with NCR.

If the TSC gets a large majority of Helios One's power, would the TSC just allow the NCR to "keep" the Hoover Dam?

I think an alliance with the NCR would be very beneficial. NCR is spread fairly thin in the Mojave and the TSC could bolster their numbers while providing air superiority. Any faction that strikes an alliance would benefit all around.
