I found it once, then closed it by accident and i cant find it anymore.

Ok found it again and i changed it to 1 and opened the GECK and it still isn't showing up properly.

I found mine in C:\Users\My Documents\My Games\FalloutNV
I'm running Windows 7.

also, you need to set bUseMultibounds to 0. not to 1

You must open the file in notepad to change the variable.

Sunnie and Raud have the answer you need. Go to the start menu (bottom left of your screen.) Depending on which version of windows you are using you will either have a search bar at the bottom or a option on that menu that either says "Search" or "Find" select this and type in "GECKCustom.ini" then hit enter. A window will appear, it may take a few minutes so go grab a cup of joe. When its done the file will be listed. Open the file in notepad. Scroll down until you find bUseMultiBounds then make sure to change the value to read: bUseMultiBounds=0 as Sunnie said.
