not sure which one, maybe all of them?, but the Jarls, if u ask them about dragons, will give u a note and map location of a dragon's head. also like 400gold if u return to them after killing the dragon. (could possibly be the Jarl's stewards that give u the note, im not sure, read a book dammit )
