Once I exited the game I couldn't get back on even after 5 or so restarts. If the game manages to downsize then I know it will work. But whenever task manager is pulled up it just blinks like it did before. This is a really difficult to use fix, but it definitely worked.

Do you have Fraps? If so, run it and check if your FPS change while you're at the Medallion screen. If you notice the framerate changing, wait a minute or two, might just start up. I think the problem is coming from

fMeshLODLevel2FadeDist=####
fMeshLODLevel1FadeDist=####

But I can't be sure and can't be arsed to test it. So if you change your Video Settings, you should edit those lines of the .ini if they seem odd (I don't think the number values matter much, but I saw 3072 for LODLevel2 and 4096 for LODLevel 1 being posted somewhere so I used these).

Just have to wait for Bethesda to patch this issue up.

Got a fix. Run TESV.exe in compatibility mode for Windows 95.

Worked for me and at least one other guy.

All indications of the D3D9 thread issue also seen in Fallout New Vegas. Infamous enough almost for a sticky.

Fast single cores can run these games fine, the devs just neglect them.

ENBSeries handily fixes this limitation and will offer enhancements:

Boris is da man!

Extract into the main game directory, won't replace anything. The launcher will re-detect your video.
Can later move or rename d3d9.dll to disable.

I to have had this problem for about 2 weeks now on and off, Ive even formatted my PC got all updates , and still it crashes, Ive done the sound card properties and that doesn't work, if
i put into windows 95 compatibility mode , i can't access the data files folder and my save games but at least it works. so i tried windows vista (none service packs) and now it runs great. hope this helps coz the bugs in this game is slowly killing me, fallout 3, oblivion and to a lesser extent new Vegas. but i am a glutton for punishment.

When will this be fixed? Almost a year has passed and still this is a problem. dlbg fix works, but the loading time of textures, items, people etc are insane. I wait almost ten minutes for them to appear. Wth, why can't this be fixed for win xp?
Btw dlbg, did you perhaps find a fix for the long load of the textures, items etc?

Ever think about the sound glitch? You have to set your speaker level to 48000 Hz or lower.
Control Panel\Hardware and Sound\Sound then select the speakers you use and go to the Advanced tab.

Sure, only problem is, that's not working on Windows XP, because there is no such option in the control panel.
