My machine is absolutely not supposed to be able to run this game. I completely expected it. I can get around 7 FPS on lowest settings, just by going into options and choosing the preset "low" settings. Is there anything else I could change/lower to increase performance to at least like 15 FPS? I don't care what the graphics look like, I just want it to be at least playable. Thanks in advance.

What are your system specs? We cannot help unless we know what you're using.

First, dump all background processes to free up as many resources as possible. Kill the scheduling process, the indexing process and any IM programs that like to remain in background.

Set the game for off line, and unplug your internet connection. If you can, disable any antivirus and firewall while disconnected.

Many antivirus programs will not allow you to turn them off, but often will allow you to white list the game files so they don't constantly scan every hard drive read and write from the game.

Be sure to watch the download to keep it from sticking you with any useless programs you don't want - such as toolbars, yahoo search or other useless stuff.

Access the SkyrimPrefs.ini again and add iPresentInterval=0 to the bottom of the [Display] section. This can improve a sluggish framerate and eliminate instances of mouse lag.

haven't tried this one, but i think it must give a good boost to the framerate
