When I walk around in outdoor ambiences, I only have about 39-42 fps, but I don't think that my system is so weak. I also not use AA.
In the pics, there are my game configs.

In Italian, Alto is High.

My Rig is E8600@ 3.8 GHz, 4GbDDR2 800, GTX295, Vista HPx64.

I read that almost all have 60 fps. The strange thing is that if I use AA8x or I disable it, not is all that difference.
EDIT: The speed run down to 27-30 fps in some moments of the day or during certain combats.

Do you have fps slowdowns in some moments of the day or during certain fighting?

Anyone will have some slowdown in more demanding areas, whether that's noticeable or not depends on the card and what fps you're capping at, but more stuff on screen will always equal a higher strain on the gpu. Look up some ini tweaks; maybe it's your cpu that's the trouble if you think it should be better.

39-42 FPS is fine isn't it? Do defrags , update drivers , I'm sure thats pretty much it , unless u wanna buy a new GPU?
