Undesirable Performance...

Well, I get decent FPS outside and in dungeons, but when I go into towns such as Whiterun, it all turns to garbage and stutters down to 18-20fps at some parts. I think it may be the sheer number of NPCs or whatever, but I'm not sure if this is the best explanation because I did not have this problem at the first dragon fight (which has a lot of NPCs).

It might be my CPU, but I don't know why that would be making the towns stutter as they do (Considering outdoor cells run fine and I can play Battlefield 3 with mixed High/Ultra settings without incident)

My specs:
XFX AMD Radeon HD 6870, 1GB, OC @ 960 MHz core clock/1150 MHz mem clock
Intel Pentium E5700 dual core @ 3GHz (not the best, but should be more than enough to run this game)
6GB RAM


I heard that some performance issues are only affecting ATI/AMD users, and while there is a .dll that fixes some other problems (by tricking skyrim into thinking you're using a nVidia card, oddly enough), this problem hasn't really lessened for me.
