I've seen a few others getting this problem, so I am unsure if anyone has a fix, but, none of the texture mods work for me, because when I check Load Loose Files in data files, it gets unchecked as soon as I open Data Files again. The textures do NOT show in-game, with any of the texture packs. Does anyone have a solution?
same problem here I was trying to figure if there was a command to put in the ini that would make it stay checked but no luck so far

Textures and other 'mods' like sound changes are loading okay for me. That check box is not ticked on , the load loose files thing.
Something else is amuck I suspect.

Well there is some high weirdness here then.

Are there any commonalities to our non-working enviroments?

Can you tell us the file path you are using i.e. Where are you putting the files?

I unpacked my BSA's to Skyrim\Data with FOMM and have an ArchiveInvalidationInvalidated!.bsa in my Skyrim\Data. Users having issues may like to try that, and then overwrite with the texture packs of your choice. Back up any loose files/folders you already have, unpack the BSA's and then overwrite with the ones you just backed up, as well adding that bsa.
I don't know if it is significant, but when I reinstalled Steam on this new rig, I installed it to C\Games\Steam and thus my path for Skyrim is
C\Games\Steam\SteamApps\Common\Skyrim
Whether this helps because it avoids problems with UAC and installing games in Program Files with Win7 and Vista, I am not sure. If you fancy trying a move here are the instructions from the Steam support forum;-
Moving a Steam installation and games
For the record, I have Win7 64 bit and an ATI/AMD setup.

since non of the .dds replacement visual mods work for me, if most of the players have their "load loose file" stay checked then i guess that should be my problem
tried again today, it worked,,,,pardon my foolishnesss

Here's a question for someone who's "Data Files" box is working properly. Does it write an entry to Skyrim.ini or SkyrimPrefs.ini once you've ticked the box for Load Loose Files? I believe the most likely spot to find it is under the [Launcher] section of SkyrimPrefs.ini, though it could be anywhere... If so, could you share the line regarding it with those of us having this issue?

I have this exact problem too. The "Load Loose Files" option won't stay checked, and its a shame because now no new texture files are showing up in my game. If anyone has figured out a solution, please share...I'm tired of my character looking absolutely filthy.

E:\Games\Steam\SteamApps\Common\Skyrim
Edit:
sontasejou, If you just put the femalebody_1.dds in .....\Steam\SteamApps\common\skyrim\Data\textures\actors\character\female
then it works without Load Loose checked.
