Don't make references to ancient cultures when you have no idea what you're talking about. Bruma is not Celtic. In fact, nothing in Oblivion is even remotely Celtic.

Also, how can you not know about the other major cities? How can you possibly play the game without knowing about Chorrol, Skingrad, Kvatch, Anvil, Cheydinhall, Bravil, or Leyawiin?

Well even though he did state in a rather bad way to refer to a culture in oblivion he is in a sense correct. Celts lived in a large spread area espeaically in Europe. Places like Brittan,Ireland,Scotland. All places known to have heavy snow fall in Winter meaning they had houses made or a thick substance (wood at present times). The language used in Bruma also has relations to Celts as well. As well Oblivion has hundreds of relations to other ancient cultures in Economy and Architecture. Anyways Skooma is a narcotic used in oblivion you don't see much of it though.
Theres some mods out for it thought to bring it out more in the game though.

The architecture of Bruma is of Germanic design. The Germanic people are not Celtic people. The Germanic people have the Haplogroup I1a Y-Chromosome while the Celtic people have the Haplogroup R1b Y-Chromosome. You can't dispute genetics. See this map? The Celts migrated north from Africa over the Mediterranean into the Iberian Peninsula during the Ice Age when it was frozen over. The Germans migrated north east from Africa into the Middle-East then north and west into Scandinavia. They split; they are completely different. Bruma is obviously Germanic, thus obviously not Celtic.

lol, my first character was a skooma addict, i would carry so much loot that i couldnt move if i wasnt on skooma, it makes you really fast and really strong but also really stupid (lowers intelligence)
