Where to find the CK? In Steam, you will find it under "Tools --> Creation Kit"

 

Creation Kit Trouble-shooting:

• If you do not see "Skyrim" in your list of Steam games, you probably won't be able to see the Creation Kit download.
  
• If you do not see "Creation Kit" in the list of tools, you might need to update your version of Steam
  
• If you do not see "Creation Kit" in the list of tools and you have the current Steam client, logout of Steam and log back in (only applicable to 1st day of release)
  
• If the Creation Kit fails to load, try re-installing Microsoft DirectX (you might be missing a required DLL)
  
• If you cannot get Steam to update, make sure your firewall/antivirus is not blocking it.

EDIT 2011-11-28: It has been said that this week's patch update will not accompany the release of the Creation Kit...it might be released with the next patch...but nothing concrete.

 

EDIT 2011-12-01: Bethblog - Construction Kit Release due in January.

EDIT 2012-01-30: Bethblog - Patch 1.4 due to be released "this week" and CK shortly after that (e.g. February)

 

EDIT 2012-02-01: Skyrim patch 1.4 officially released. Creation Kit soon to follow. Will eventually show up in Steam under Tools, Bethesda...so keep an eye out!
