Maybe at some point in development the player was able to tilt the map camera, features of distant lands would then be visible, that might explain the low res model of the imperial city tower that faces Skyrim.

I think it's actually for ingame LOD's so that there isn't a lot of emptiness in the distant horizon. I remember there being quite a good deal of Hammerfall LODs which were present in Oblivion. Most people just didn't notice it since there were mountains all around blocking view.

I went on a little tour to see how far you could walk....
Found the gate....

It's obviously not designed to be seen from the other side....

I got this far before the ground vanished....

Still quite a distance from Vvardenfell...

You don't seem to be able to walk as far outside the border as you could in Oblivion.

All I know is, a return to Morrowind mod, or even, a Morrowind DLC, would be absolutely amazing.
Maybe even add Solstheim in and have many villages for the refugee Dark Elves.
As an added thought, it seems kind of redundant to return to Cyrodiil, considering this game is a sequel to Oblivion, which took place IN Cyrodiil.

Well, you know very well that if Bethesda doesn't do any kind of enormous DLC like this, there is a very strong possibility modders definitely will, especially with 1.5% of the mod already done for them.
As an added note, I do believe if Beth does DLC, it will probably only cover the mainland of Morrowind, rather than all of Morrowind, so while we would get to return to Mournhold, we would not be able to return to Vvardenfell on account of it being technically destroyed...
Just remember, its definitely not impossible, Oblivion got Shivering Isles as DLC, a whole new gigantic landmass for everyone to explore, and a mod that added Elsweyr to the game.
