How can I begin making mods for skyrim myself? E.g building a house

I'm not too sure what tools are available & what the creation kit is all about.

Thank you so much for this, I've been googling and trying to research on how to create mods. All I get is info and videos on how to install. Not to seem mean, but I really don't understand how and why people are having such a hard time installing them. The ones I've downloaded have a readme or an explanation in the description. I want to be able to make my own so I don't have to look like the majority " do this do that it would be cool if this that blah blah.... whew.....

Being able to mod gives you the ability to play Skyrim exactly how you want to play it. Again thank you for your information!

Nothing you can do about it except to part with your hard-earned dollars/pounds/euros and buy it for PC. Don't think I'm unfeeling, I'm not but not getting to play Halo 3 and Halo 4 on PC makes me a bit bitter sometimes.
