Yeah, this does have massive potential. Knowing how good Shivering Isles was in Oblivion, I can only imagine how awesome they can make the DLCs for Skyrim with all these new features and capabilities of the game's engine.
Even if nothing official comes for the other provinces, I'll still be happy with whatever Bethesda releases and the mods our community makes.

I think they will end up doing new provinces as they said the DLC will be expansions. Not little add-ons like in oblivion (excluding shivering isles)

i still cant get through the invisible walls even though i already used TGM and TCL but i still get blocked and i get the "you cant go here" message (or something like that)

I'm having high hopes it'll be related to DLC
I forgot what, but I saw a console command the other day (I think PCGamer had an article on it) that disabled the borders of the map and the borders on the skybox (for unlimited height).
i still cant get through the invisible walls even though i already used TGM and TCL but i still get blocked and i get the "you cant go here" message (or something like that)

i finally got through it by adding this command bBorderRegionsEnabled=0 in my skyrim.ini then i just TGM And TCL where i ever i want
(or just to provide sightseers with a glimpse of something distant from the peak of Throat Of The World)

My hope is that the land data provided helps out Onra and his team with their Tamriel project. Always been a huge fan of that.

Well as it has been said the landscape is seriously out of scale, I hope this still makes it easier than starting with no landscape whatsoever

As modders, can't we just (after the Construction Set is released) copy paste Cyrodiil (heightmaps, meshes, textures, absolutely everything) into Skyrim. We would have to do some conversions. But I was thinking about something along the lines of the Morrowblivion project.
