Tried searching for this and got the flood filter, after a few tries, tired of waiting for flood filter x.x

After I bought my house in Windhelm, the assistance guy doesn't give me the option to decorate it, I went there and found some interesting things, he then had quest info for me, but still no decorating. The wiki says it's a possible bug but has no solution for it, I reloaded old saves, tried waiting, etc...no fix. Has anybody found one yet? I want me an enchantment table.

You need to complete the Blood on Ice quest that you picked up when you went inside the house. Once the chain quest is completed your can decorate.
