Look in the UESP website for a list of where all spells can be bought in Morrowind. These include fortify attribute. IIRC fortify skill is only available with one of the expansions.

This is in the Tribunal section so I think he knows its with Tribunal.
But I don't recall EVER seeing one.

They are there somewhere because I re-played it recently and found them. I just can't remember where. The spellsellers I recall are in the Mournhold magic shop and the Imperial Cult section of the palace. Also I think there is one in the temple and IIRC you don't have to be a member of the temple to get the spells.

Unfortunately the UESP site has not been updated yet for the expansion spells.

I belive it is also available trough the Morag Tong quests in the main game, but otherwise its in Trib

You used to be able to get the Fortify Skill spells via the "Threads of the Webspinner" quest for the Morag Tong, but that was removed with one of the patches (not sure which one, think it's the first Tribunal one that does it). There's a woman in Tribunal who sells them though, she's in the Temple, in the Hall of Ministry I think. Just search all the halls until you find an old woman in a small room who says she's a healer, and sells spells.
