Could you do "GetStage KRMain01", "GetStage KRMain02", and "GetStage KRPhaseSwitcher" in the console? Would help to narrow down where in the quest the issue lies.

It has come to my attention that Oblivion Character Overhaul (v2) causes some issues with the AI (and possibly dialogue) of the vanilla characters, which results in them not moving into Kvatch, and some quests may not trigger properly.

This can easily be resolved by creating a Bashed Patch (essential to any modded game) using Wrye Bash. You can read how to set up a Bashed Patch here.

This code check for stage 90 in KRMain01. But stage 90 don't exist so this code never run

I've reinstalled experimental version with update again for narrowing the problem down.

After i've finished 'falling flowers' the console command stated that the gardener('im sorry, forgot his name now) has gone forever. and the messages about the further quest were:

KRMain04: Starting quest 'From the Shadows'
KRMain04: Can now talk to heir

-
after typing - GetStage KRPhaseSwitcher it shows: GetStage >> 31.00; dont know what that means.

-
What to do now?
-wait for the message 'ignar should be looking for you';
or
-talk to Martin(?) - already did this. he doesnt have any new dialogue;
or
-progress into the main quest. (my god!)

-
if nothing works, i might uninstall other mods to narrow down a possible conflit.

You should definitely be using the public beta. The experimental beta is older.
