I will try uninstalling then re-installing. If that does not work I give up.

Just trying to help.I came to a point where a monk in Skingrad didn’t show up to talk to, to progress. I looked on the web and found a lot of people had the same trouble. I went into the Construction Set and made a quick “wait at editor location until you have spoken to Player” package. I ran the game but he did not show. Back in CS I deleted him and replaced him and everything is now working fine. I have finished the first quest.

Thanks Elessar, that actually helps quite a bit. I was assuming you had coded it as one of a standard "when timer expires spawn character and begin conversation"-type interactions, so I figured there must be a problem with the spawn or the trigger. I'm actually kind of impressed you guys did it that way: adds to the realism. anyway, just for reference, do you know the hex ID number of the messenger in case he's gotten stuck somewhere and I need to use the PlaceAtMe function?

Okay questions..I have both the .esm and the .esp installed for this (what could be a) wonderful mod. I checked your readme..there is no info as to where the whole thing starts.
I landed in Anvil..and as I tried to exit to the Anvil docks, my game ctd'd. Rebooted and tried again..same effect. Checked my mods....removed CM Partners (more npcs or some such) AND OOO..as well seems to have been some conflicts there. Fine can do without.
There is nothing that tells me or indicates from the people at the Anvil docks or at the "new" camp outside of Kvatch..that there are new things happening. No indications that I might have to find someone..or where I might have to go. I talked to every npc at the tent camp in Kvatch..up the road from the old camp. I waited around for hours on the Anvil docks ...saw one new unfamiliar npc there...but nada. Walked up the hill to the lighthouse, discovered a ghostly female figure there who tells me she'd like to help..but then clams up.
I went to the Imperial City...and found a doorway..think in Talos district with a huge yellow exclamation mark...jutting out of one of the resident's locked doors.
I found Arnand the monk...just outside the door to get into the Skingrad castle.....he didn't indicate a new quest..........
So.....next?

You don't actualy have to do anything to initiate the mod, after about a week or so after activiating Kr a messenger named Ignar will come and find you which will start it all off, I hope this helps.

Okay thanks..finally yesterday something began to happen, I spent about ***WARNING THIS MAY BE A SPOILER DON"T READ IF YOU HAVEN"T DONE YET**
5 game days in the Kvatch tent town...the new one. I rate this mod at 9.9 solely because it needed to at least imho have an update once you enter the game stating something about the new state of affairs with Kvatch...or even an npc somewhere that hinted that something was about to happen.
As it was, I stood around the Kvatch tent town (new one) for about 5 game days as I said..then this messenger rushed at me out of the blue just as I was nodding off at my keyboard (brain can only take so much inaction before it goes into snooze mode hehe) script and actions were so fast they were a blur ..not sure what the guy said, but I got a note in my inventory..that indicated I was to talk to Savlius...who happened to have a tent in the tent town. After that the quest proceeded normally....scripts in some cases still need to be slowed down, you will see fast script and scripts that have been adjusted or slowed down on the same characters.
Other things I want to mention is the goblin cave that sits almost on top of the Cursed Mine. Was a bit confusing as to which one I was to enter at first.
Here I want to give KUDOS...because I love how Kvatch is transforming...I revisit every so often and its wonderful to see the transformation.
Quest ends abruptly however...........with Savilius unable to pay or reward me due to the circumstances...but "might" need me in the future...will this require more waiting around? If so I may continue on doing the other quests I have laid aside to focus on this one.....as I said I love the idea of the continuity of the story and that Kvatch is being rebuilt. Its been a wish of mine for a long time that someone would do that.
Now if someone could only reanimate Mazoga the Orc in the game..so that she acts like a person instead of a robot "going to get me some black bows"...all will be right with the world.
I am grateful for all the hard work put into this mod..still needs a couple tweaks to the scripts for your actors..slow them down...leave the ones you have fixed they are fine but fix the others so at least you don't need to be a Master speed reader to understand whats going on.

I share the same problem with fascinatia. I completed the first KR Quest, and the town has become "tenty".
Now I`ve already waited abou five days or so and nothing more is happening. Should I not save or wait near Kvatch or what could be the problem.
But problems aside, the atmosphere created the KR team is awesome. I love the crates and tents and the slow cleaning away of the destroyed houses.. Ah!
If the quest should continue, be sure I will rate 10/10
