Downloaded FRAPS and it stays at 60fps on ultra. Is that the highest FRAPS goes?

no im pretty sure it goes higher. either thats what you were actually getting or there is an option somewhere that caps the numbers at 60 (because as long as your getting 60 it doesnt matter if its higher. unless you have a 120hz screen)

Yea, I found out that it caps it at my monitors refresh rate. My monitor is 1920 x 1080 @ 60, so there's my issue. LMAO!
