okkk heres wot u do:

rest for 1 hour at a time. keep resting over and over and over til it says u were awoken by a loud noise. kill the assassin who attacks. talk 2 a guard. go 2 ebonheart and talk 2 the man wandering on the wall near the long bridge leading 2 the grand council chambers about the dark brotherhood (he's wearing adamantium armour, easy 2 spot). go 2 the grand council chambers and talk 2 the mage he mentioned, select transport 2 mournehold, voila!
