I got this book and all it has something about this guy Elbert Nermarc, where is he?

I got the book from the lizard in the pawn thingy in Tribunral.

Edit - mind you it wasn't easy to find so perhaps I'm being too harsh. The thread title was 'I killed the pawnbroker's supplier'.
