Vaults? In Ghostgate?
AFAIK the only "vaults" as such are in Vivec, in the Redoran, Telvanni, and Hlaalu cantons. Just look for their treasuries which lead off from the wasteworks.

As a mather of fact there are some vaults but they are located in the tower of dusk and/or dawn. Have a look around in the towers but they arent named vaults. Just a common door with level 90 lock but they guy in front of the door carries the key. Or you might try to steal it but then you beter have a real high security and sneak level.

The loot there's pretty good- glass short and lonh balde weapons, ebony armour, scrolls, high-level potions. There's also a chest with a random ebony weapon in the top level of the Tower of Dusk. And there are quite a few Daedric Helms and full suits of glass floating around on Armigers if you're feeling like beating them up for their items. There's also the Gavel of the Ordinator, some Indoril armour, and Auriel's Bow on the Ordinators. Don't kill Salyn Sarethi, though- he's needed in TG and IL quests.

out of curiosity, is it possible to do work for the boyant amigers?

well, i normally kill someone for their armor (in my case, the guys with full glass and a daedric helm), but now that im forced to begin a new character (brother deleted game again), ive chosen not to steal a single item illegally, unless i have to (if its involving a quest)
but
your best bet is killing the smith in the tower of dusk i think, down at the bottom with all the guards and stuff theres a smith with many types of glass armor, kill him, take the armor, run to the creeper, sell what you dont need and raise your light armor skill...providing you are a light armor person.
otherwise
find a ordinator, slay him by taunting as you would with the smith with the glass armor, then...well...take his armor, and never speak to another ordinator with that armor on again, and if your a heavy armor person....go with the her hands armor, although, its extremely risky, fighting those guards is like...fighting those guards, unless your powerful enough.

ohGr, in answer to your OT question, no you can't work for them.
On topic - There is an interesting enchantable shield 'Auriel's shield' held by one of those in Ghostgate too. However most types of armour and weapons can usually be obtained without killing someone (not all). It's a good idea to avoid killing unless you know that the NPCs are definitely not required for quests/training etc. Ghostgate has one master trainer.

As far as stealing the key or killing the guard to get it, there is the less risky method, which is of course using a scroll of Ekash's Lock Splitter. Should do the trick, and save all the hassle of getting in fights.

ahh that scroll, theres a fine place to get three of them, near peliagiad, theres this cavern or something, if you run in at level 50+ you get all these good soul gems, and 3 or 4 scrolls of that, the scrolls work at all levels, i went in as level 1, almost died, and got them.As far as stealing the key or killing the guard to get it, there is the less risky method, which is of course using a scroll of Ekash's Lock Splitter. well I dont wont to kill but I nead money soo where can I get it the vaults sound nice but wont they just try to atack me then and isent it wery well guarded.
