Can anyone help me how to find and get shale in party member.....?????

You need to have the Stone Prisoner DLC installed to have the option of getting Shale as a party member.

No other way around it, so far as I know.

Presuming that you have installed The Stone Prisoner DLC, you travel to Sulcher's Pass, (a new location on your world map) interact with a NPC there, then travel to Honnleath (now added to your world map) and complete the adventure there.
