The fight wasn't terribly difficult, though I am level 26 and used a handful of protection spells, including one from Supreme Magicka.
Edit: One niggle though. There's some suspicious meat left in my inventory that I can't get rid of.

Is the Gold Horse Courier questline fully do-able without the full BC - IC?

As long as you have access to the Waterfront Tunnel, yes GHC questline is fully do-able - better not to attempt any local deliveries in the IC however (though it doesn't matter if you do, as some deliveries are to vanilla NPCs, and any package you cannot deliver you can always return, so if it were for a BC NPC not available it wouldn't matter). If it's only the outer districts you're not using from BC, then I think you will have every BC-added NPC needed for delivery in the rest of the districts anyway.
@ Kesidu: You have suspicious meat? You must have played through the quest out of intended order, before I fixed things to allow for that. I'll add some tidy-up somewhere to remove it from the player inventory.
You can use the console to get rid of it. First you'll need to work out the right Form ID to use for BC ESM objects. If you're using Wrye Bash, then look in the Load Order column (should be second column by default) beside "Better Cities Resources.esm" - there should be a two-character number (could include letters). This number should replace the ## in the following console command:
SetQuestObject ##058D8C 0
Would you consider the fight difficulty reasonable for your character? You said it "wasn't terribly difficult" which to me implies it was "reasonably difficult" but that may not be what you meant.

Actually, come to think of it, I might have snuck into Varian's house a second time. I might have picked up a second piece of suspicious meat there.
What I meant was I didn't feel all that threatened, but I had a rather powerful (level 26) character which might have been the reason for the lessened difficulty.Would you consider the fight difficulty reasonable for your character? You cannot get two pieces of meat from the house (without cheating). Sounds like you never got around to doing anything with the meat and now you're stuck with it. Did that console command work?
Assuming you've now finished the quest, Ismelda will love you forever if you answer the survey.
