NMM doesn't handle this archive correctly. When it gets updated in the next couple of days I'm going to turn off the green download button for it.

For Oblivion, Wrye Bash is the way to go. BAIN is infinitely superior to NMM. (Even in Skyrim btw)

i found some bugs, but i run some other mods which could interfere.
if anyone can check:
rosentia galena in leyawin: if you enter her house, then when you leave you're teleported in the original leyawin city (which is totally empty).
there, all the doors aren't linked anymore to the cell (they show "Door" and nothing else).
same issue with the store in the same city.

There is something happening in the cities that could be related to Open Cities Classic. I cannot say for certain what is the cause of it, but I have witnessed three civilians being chased and killed by the town guards (one in Bruma and two in Leyawiin). In the first two instances (the one in Bruma and the first one in Leyawiin), the "criminals" were beggars and I noticed a deer running away from them, although I did not see anyone attacking the deers. Given the well-known bug of Imperial Foresters fighting over deers in vanilla Oblivion, I suspect those civilians were trying to poach the creatures in front of the guards, which enraged Cyrodiil's Finest.

 

It should be noted that I am using quite a few mods. Here is my load order (which was achieved by using BOSS, with some manual modifications to get Open Cities at the bottom in order to fix pathfinding issues I was having):

Also, I should mention that, despite my suspicions of deer poaching being involved, the guards did not mind my killing of the deers afterwards.

Sounds like the kind of thing that ensues when an NPC resorts to theft to fulfill an eat package. Could very well be that the deer wandered in just as an NPC got hungry and decided the venison was worth a shot.
