I hear u can enchant an iteam to give constant effect for a bound item so just get the spell bound longbow for very cheap and then get an enchanter to make the necessary enchantment and you will have a good bow that it easy to get and fairly inexpensive

If you have the Area Effect Arrows plugin from Bethesda you can buy a Daedric Longbow in Vivec. It's only 70000 or so drakes.

NOTE: This requires the first, unpatched version of the original morrowind

If you're too poor to buy a 50,000 bow, then just steal it and bolt......

head to Balmora and the thieves guild. Drop all of your gold at the feet of the guy who removes bounties. Talk to him, and remove the bounty. It will say "25,000 gold" or whatever from your inventory. Sicne all of your gold is on the ground, you haven't lost a thing. Just pick it back up again....
