Anyone who has tried to train in Enchant with the master trainer knows that it requires a calming spell before he'll train you. (At least with most of the characters I've played it does.) You can calm anyone at least temporarily and not surprisingly you can talk to them too. (Not that they have anything very interesting to say IMO). However some of these bandits have the option to offer training! Now, is there any combination of thorough evil that you can play that will let these people approach you sensibly? How else can one know that the option is there? No one is going to cast a calm humanoid spell on every attacker!
Who can interpret this interesting situation?

I think they forgot to lower his attack rating, because all the other Altmer there attack you, and it's quite likely that they were just modified and saved as a new object in the CS, so when Quorynn was created, he had the same AI as the other Altmer, being just renamed and with different clothes, so he attacks.
