You are not supposed to kill Bolvyn Venim, except under the right conditions. Otherwise, you can ruin the Main Quest because you cannot become Hortator.

And the Mad Lord of Milk quest can be solved much differently. Arethan Mandas, whom you CAN kill, but shouldn't, only started to be mad ofter his daughter, Delyna Mandas, was kidnapped by Divalyth Fyr. Go to Tel Fyr, release Delyna from the locked room in Onyx Hall, and lead her out. She will give you her amulet to give to her father. Get the amulet back to Arethan, and he will promise to stop demanding tribute from travelers. Sarethi, upon your return, gives you a Reputation boost within Redoran, along with another reward that is better than what you would have gotten had you just killed Arethan.

For the lord of milk that is still one of the options that you have for completing the quest. Also how can you get his armor if you do not kill him. Isn't this about obtaining ebony armor.
