Wolfayes, do you have the last Oblivion patch installed? Maybe it requires it.
I you have Oblivion patched uot, then are you sure you've activated the esp file? You have to check it at the Data files option of the Oblivion Launcher window.
If that is not the problem, then it could be another mod you have installed and changes Kemen. Then, put Frostmourne's esp file the last in your load order (use Oblivion Mod Manager for doing it).
And if nothing of those work, then I don't know why you cannot find the swords, sorry.

I have done that with oblivion mod manager. I use contsruction set 1.2.4 well. I cant enojoy my favorite sword then D:

Wolfayes, do you use any method of Archive invalidation? If not, use BSA-redirection (you can set it with Oblivion Mod Manager). It is weird that none of those mods work for you.

In Oblivion Mod Manager open the Utilities->Archive Invalidation menu. A window will pop up.
The default settings are for BSA-redirection (the BSA-redirection item is selected). Press the button "Update now" and that's it.
This will allow all textures from mods to be loaded correctly.
