i need a guard for my stonghold. i accidently killed the 1 the fighters guild offered me long ago. and the legion can spare no 1. any theories or solutions???

My only suggestion would be to either open up the TCS editor for Morrowind and look up the name of the character you killed, then use the relevant commands in the in-game control thingy to spawn him. Or, go to here and use the journal command to mark the getting the guard part as done.

or just use the console if you have the pc version.
